So, it means you can become Kage regardless the rank. Furthermore, it would be unfair on Sasuke because he is also very overpowered (he is - considering the niveau - on par with Naruto) and is - in addition - considered as hero during the 4th Ninja World War too.
However, it would be more unfair on Naruto that he hasn't been promoted because Temari and Kankurō have also become Jōnin (by skipping the Chūnin-rank) due to the fact that they were too overpowered for a Genin. Really unfair on Naruto, isn't it?
I was very disappointed for a moment but it's not really that disappointing because strenght, skills, move set and mindset cannot be defined by rank. Naruto has surpassed all previous Hokage and even his sensei Kakashi - already during the Pain-arc in Naruto Shippūden. Since then, Naruto (but Sasuke too) has already been an elite shinobi before the 4th Ninja World War had begun. Moreover, Naruto himself doesn't care about his rank because he is on par with a Jōnin and he is now Hokage (i.e. he has fulfilled his dream).
With that said, you can learn an important lesson for life: It doesn't matter which rank you have; only the level of your expertise as well as your entire move set and mindset matters if you wanna belong to the elite.
